Improvement of the messaging section on the settings page

When the messaging feature is enabled, message loading starts, but it is not clear that loading is in progress because no text or indication is shown. Also, all messages are fetched from the beginning, so if there are many accumulated messages, a large number of requests are sent. In addition, a setting option to disable this feature is needed.
