RSS feed for scratch projects

RSS feeds are decentralized servers/clients that look thru the feeds and gets the content, then can be used. They can easily be rate limited so that they don't spam scratch, and use localstorage for cache. If this is made as an api module, it can easily be used on separate platforms. Letting people on scratch easier get views, without relying on scratch's front-page. I know <@916740508368384010> has made one (not sure if it is finished) that is made for the front-page. If we make it to a RSS feed it could make notifications for new projects vailable too.
